Decrease target utilization for foreground apps.
GC time in FormulaEvaluationActions.EvaluateAndApplyChanges goes from
26.1s to 23.2s. Benchmark score goes down ~50 in
FormulaEvaluationActions.EvaluateAndApplyChanges, and up ~50 in
GenericCalcActions.MemAllocTest.
