Refactor remote_inspector_client.py to make it more general.
The pyauto remote inspector client module was originally created to take
v8 heap snapshots, and therefore much of the code was written with only
that in mind. Since then, it has been revised to perform other actions
such as forcing a garbage collect and retrieving memory count info. The
module is being refactored to generalize it and put less emphasis on the
v8 heap snapshotting.
BUG=chromium-os:23965
TEST=Verified v8 heap snapshotting still works, and Chrome Endure tests that
use this module also still work the same as before.
