Add "Configure touch keyboard settings..." button to the "Languages and Input" WebUI page for Chrome OS (i.e. chrome://settings/languages) when TOUCH_UI is defined.
The new setting page allows a user to use a specific virtual keyboard for each language. For example, when a Chrome extension, XYZ, that provides a US-Qwerty virtual keyboard is installed in addition to the default US Qwerty virtual keyboard (chrome://keyboard#us), the user could always use XYZ instead of the default one by setting his/her preference in the setting page. This CL is continuation of http://codereview.chromium.org/7676001/. Most of the C++/JS/CSS code is already submitted, but the button is currently hidden waiting for UX leads' final approval.
