Webkit trunk accepted my patch to check MIME names before IANA names a while ago. The corresponding
test LayoutTests/fast/encoding/hanarei-blog32-fc2-com.html was also changed at the same time. So,
we should not skip the test any more.
We also unforked TextCodecICU.cpp. Once we merge with r39021 or later, we can enable
fast/encoding/char-encoding.html. Added a comment to that effect not to miss it.
