cc: Only update tile priority if it has changed.
This patch only changes the tile priority when it is different from
the currently stored priority. This has a negligible effect on
UpdateTilePriorities perftest, but opens up room for further optimizing
TileManager::GetTilesWithAssignedBins (ie, we can skip figuring out
the bin if the priority hasn't changed).
