[Tracing] Add support type IDs to heap profiler
This adds a |type_id| field to |AllocationContext|, and it makes
|HeapDumpWriter| aggregate by type ID in addition to backtrace.
This is part of the heap profiler in chrome://tracing. The UI will break
temporarily because it does not handle type IDs yet.
