This implements monitoring of low memory conditions on ChromeOS.
It will watch /dev/chromeos-low-mem for changes, and each time it sees
one, will discard a tab.
This depends on some changes from Luigi that implement the actual low
memory detection in the kernel.
This change has no effect if /dev/chromeos-low-mem doesn't exist.
BUG=chromium-os:18372,chromium-os:20075
TEST=Ran on workstation, touched /dev/chromeos-low-mem and verified
that a tab was discarded. Ran on device with low memory threshold set
to 80% (trigger when 80% free) and verified that tabs were discarded.
