clang/win: Prepare for building packages.
update.py:
* Implement --bootstrap flag.
* Run tests if --run-tests is passed.
* Correctly write cr_build_revision file when building HEAD.
* Add help strings to all flags.
* Only skip running the script if --if-needed is passed.
package.py:
* Package the right files on Windows.
Code for downloading prebuilt packages is still missing.
