Moved main webrtc browser tests to use fake device.
This makes all tests except the 60-second stats measuring test tree
closing. We can make a copy of this test run on real webcams once we
get real-webcam bots up, so we don't lose coverage.
It's possible some perf values for CPU/mem and stats test will jolt
as a result of this patch. Hopefully they should stabilize quickly.
