NaCl: Allow the IRT library to be overridden via an environment variable
This will allow the NaCl/Chromium integration bot to use a
freshly-built IRT library rather than a potentially out-of-date
prebuilt one that is downloaded by Chromium's DEPS file.
We use an environment variable (rather than a command line option) for
consistency with the env var that the standalone NaCl PPAPI plugin
already accepts.

TEST=check that NaCl works when the env var is used and the IRT is not
present in out/Debug
