Files.app: Add an analytics tracker, and tie its enablement to the state of the UMA flag.
- Move metrics.js and metrics_base.js from foreground to common dir.
- Split metrics.js so that the code that starts profiling of the js load time is in a separate new file (foreground/js/metrics_start.js). This enables other modules to pull in metrics.js without affecting load profiling.
- Add code to create an analytics tracker (Note: nothing actually calls metrics.getTracker yet; that will happen in a follow-on CL).
- Add code to create a filter that effectively disables analytics logging when UMA is disabled.
