Also check file creation time when deciding whether replacing files is necessary in Debug build installs.
Not doing so resulted in me testing the wrong binaries yesterday as the small changes I was making to chrome.dll weren't sufficient to change its size and thus the chrome.dll in the version directory would not be replaced and I would always test the same binary...
