sync: Refactored TwoClientDictionarySyncTest
In continuation to r261300, this a refactoring on an
integration test to remove reliance on AwaitQuiescence.
This patch also removes the DisableSync and Limit tests,
for the following reasons:
1) The DisableSync test in TwoClientDictionarySyncTest is unnecessary.
There are multiple tests all around the sync/integration test that
already depend on this working properly.
2) The Limit test for the two dictionaries case is an strict subset of
the test for multiple client when there are two dictionaries.
This test has also multiple race conditions that are both hard to
solve correctly in the two dictionaries case and add a lot of
unnecessary run time to execute this test. By having a proper
multiple dictionary test case in place, this test is
no longer necessary.
