Reland "Add simple unit test for keyboard container animation" and fix a check failure
This CL relands https://codereview.chromium.org/131833005. It
was reverted because of memory test failure on valgrind and
DrMemory bots. The failure is a global instance check failure:
FATAL:input_method_factory.cc(61)] Check failed: !g_create_input_method_called. ui::SetUpInputMethodFactoryForTesting was called after use of ui::CreateInputMethod. You must call ui::SetUpInputMethodFactoryForTesting earlier.
The check failure is the same as the one described in 331690.
It is fixed in www.codereview.chromium.org/136033005/
