Support --enable-delegated-renderer on Android.
This adds support for delegated rendering to RWHVAndroid similar to the
logic in RWHVAura. The main difference is that because RWHVAndroid is
decoupled from the compositor instance, it cannot get notified of the
commit for SwapAck; add a callback from the DelegatedRendererLayer instead.
Note also that this mode is currently incompatible with impl-side
painting, so this should be tested with --enable-delegated-renderer
--disable-impl-side-painting.
