Improve Files.app's importer dialog resposiveness.
Before, when clicking on Import, some operations like creating a target directory on Drive were performed before showing the import progress dialog. As a result, when Drive api is slow, user didn't get any feedback for couple of seconds. This patch solves this issues, by creating the import progress dialog immediately, and then performing any operations on Drive.
Along the way, fixed photo importer to work in the strict mode.
TEST=Launch photo importer, click on "Import".
