Fix flaky app window size constraints tests
chrome.test.waitForRoundTrip() sends a message one round trip from the
renderer to browser process and back. Many app window tests need to wait
for an API call to be executed in the browser before the new state can
be verified.
This patch also enables the app window size constraints tests.
Tests for always-on-top windows now use chrome.test.waitForRoundTrip().
