Enable tabbed bookmark manager by default.

Second try with the following changes:

- Remove FLAKY_ from Feed tests and makes sure they pass.

TEST=browser_test.exe
     Run Chrome, Press Ctrl+Shift+B. The new bookmark manager should open in a tab.
