Add Filipino and Spanish Latin America to Languages and Input dialog
As far as I've studied from the web, there seems to be no standard keyboard layout for Filipino, and XKB does not have keybouard layouts for Filipino. For now, associate Filipino with the US keyboard layout as tt seems that US keyboard layout is widely used.
