[Sync] Plumb through SyncError to about:sync
We plumb through the SyncError information from datatypes that failed to start
up and reflect it on about:sync now. This is also the first step in adding support
for automatic reconfiguration without failing datatypes, since set of types that
failed to start is now available at the PSS.

TEST=force an unrecoverable error during model association, see that the
appropriate message gets printed in about:sync
