R=erikwright, grt TBR=brettw BUG=138315 NOTRY=True TEST=Install Chrome vX at system level. Install App Host vY at user-level, where Y < X. Launch app_host.exe. Inspect "Properties" of app_host.exe and verify that it has been updated to vX.
