Revert 217172 "Enable high resolution time for TimeTicks::Now on..."
There is a suspicion that this might break some tests:
MessageLoopTest.PostDelayedTask_InPostOrder_2,
StatsTableTest.StatsCounterTimer
TimeTicks.Deltas
