Fix error in org.chromium.LibCrosService config
Since org.chromium.LibCrosService is a well known name claimed by
the Chromium D-Bus connection, this deny rule has the unintended
side-effect of denying method returns, errors and other
well-intentioned messages from reaching that connection.
The original intent appears to have been to deny method calls from
being made, so adjust the configuration to be explicit about that.
BUG=none
TEST=confirmed that method returns and errors from non-root and non-chronos users are received
