Properly reset the locale at the end of L10nUtilTests.
Make RenderTextTest.DisplayRectShowsCursorLTR sanity check the system is LTR.
The l10n tests should call SetICUDefaultLocale(), which calls both icu::Locale::setDefault() and sets |g_icu_text_direction|. Whereas currently the tests only call icu::Locale::setDefault().
