Get rid of WebContentsViewCocoa include in chrome so that we can move its creation to content and use DEPS to ensure no more includes.
We had this same flickering issue in balloon_view_host_mac.mm but we don't need to go to WebContentsViewCocoa. I tested this on 10.7, 10.6, and 10.5 with AdBlock and it doesn't have resizing issues. Matt had seen it resize repeatedly with AdBlock on 10.6. The original bug mentioned RSS but that doesn't use a popup view anymore.
