Roll icu to r120256
Add 'ms' (Malay) locale data to the pre-built ICU data files on all platforms. lang, curr, zone files for ms are less populated in ICU 4.6 than we need. So, I got them from ICU 4.8. icudt file size increase is about 7kB. BUG=111670 TEST=None until we have strings back from translators. When they're back, running Chrome with '--lang=ms' on Windows should bring up Chrome in Malay UI. Without strings back, one can do the following test: copy generated_resources_id.xtb to generated_resources_ms.xtb and change the lang in the file to 'ms'. Build chrome and run it with '--lang=ms' and see if Indonesian strings are used in the UI (which is very close to Malay.).
