Hookup constraint to getusermedia.
Ensure that chrome wait for the video source to start. Switch Chrome to use libjingle for local rendering. BUG= webrtc issue tracker http://code.google.com/p/webrtc/issues/detail?id=377 http://code.google.com/p/webrtc/issues/detail?id=862 TEST= Use https://webrtc-demos.appspot.com/html/constraints-and-stats.html to see that you can control the video frame size. Inspect the video element and see that the video element size can be VGA or larger. Note that at the moment the minimum constraints are not enforced. E.g. if the camera output something smaller than the minimum constraint GetUserMedia still succeeds.
