ThreadWatcher for File thread to detect slow FILE thread.
Added a temporary fix to crash browser if FILE thread takes
longer than 40 secs to respond to a PING message. This would
help us detect tasks that are running for a very long time
on FILE thread, which would help in detecting renderer hangs
due to browser FILE thread being slow.
Will revert this change after testing it for a day in Canary.
