Revert 146893 (reverting original CL, instead) - Unbreak video_decode_accelerator_unittest by restoring HasMoreRBSPData().
r145769 broke the default test-25fps.h264 test stream by replacing a call to
HasMoreRBSPData() with a call to HasMoreData(). This CL restores
HasMoreRBSPData() from the grave and calls it again.
