Get startup traceview working again (external/chrome parts).
- Update the profile output directory on device to a writable directory.
- Move that directory to a constant in build/android/pylib instead of hardcoding
all over the place.
- Pass through the 'trace-startup-file' command line arg to the renderer so the
renderer actually writes to that file instead of a default file in the wrong
path.
BUG=none
TEST=manual, run the startup time measurement test on android and verify we get traces properly.
