HistoryURL Provider Matches Must Have Valid Inline Autocompletion
in order to be the default match.
Sometimes they don't. e.g., the input "x" can match against against a punycoded URL (http://xn--whatever/). If that punycoded URL displays as international characters in the omnibox, then there is no text following the "x" to display as an inline autocompletion.
