QUIC - Persist MRU 200 server's srtt (smoothed_rtt) of ServerNetworkStats
to disk. + Converted ServerNetworkStatsMap to MRUCache. + Renamed "NetworkStats" to "ServerNetworkStats" and made it a top level struct. + Didn't persist QuicBandwidth (bandwidth_estimate) because it is not being used + Deleted unnecessary net:: prefixes. + Ran "git cl format net".
