Put HttpProxyClientSocket into a pool.
This CL requires http://codereview.chromium.org/2799036
- Cleanup the HttpProxyClientSocket interface a touch.
- Make HttpAuthController reference counted.
- Enable ClientSocketPool to return recoverable connections.
