Limit icon size in Web Notifications.
This change exposed a problem where the layout wasn't always updating correctly, and was very inefficient. Fixed that, limited the max number of notifications shown, and reduced the update frequency.
Also added code to scroll to the most recent notification when shown.
BUG=133592
TEST=Web notification icons should be resized to fit instead of cropped (see issue)
