Temporarily allow IO to load gsettings.
This is a follow-up after https://codereview.chromium.org/11348279
The dlopen was there anyway, there was just no check whether the IO
is allowed. The above CL added the check indirectly, and so this CL
temporarily allows it (with a TODO).
