Add a BrowserList observer to check for the creation of Browsers on the wrong desktop during browser tests.
BUG=179830
TEST=
1) Break some browser code on purpose (e.g., force HOST_DESKTOP_TYPE_NATIVE for NewWindowMaybeMetro() in browser_win.cc).
2) Run a test that uses that code path (e.g., ExtensionFunctionalTest.TestAdblockExtensionCrash).
3) Make sure the test fails thanks to the test added in this CL.
4) Add set_multi_desktop_test(true); to that test's SetUp and make sure the test passes again (since that should disable the test added in this CL).
