Capture Mozilla's codesighs, for use in executable sizing.
Vanilla code, no changes, except for the addition of: * LICENSE, copied from elsewhere in the Mozilla tree; * README.chromium, documenting what's going on. * codesighs.gyp, for building with the rest of Chromium.
