Handle failure cases better in gpu process startup.
So if WarmUpSandbox failed, then something seriously went wrong,
and we should noy proceed.
Also, no need to initialize video decoder if we disable hardware
accelerated decoding.
In this CL, I don't touch the error reporting. For now, the errors
from gpu_main() aren't routed to about:gpu page. I'll fix this in
a separate CL.
