[telemetry] Use exception_formatter in some of the places where we currently use traceback.
Split PrintFormattedException into two functions. One is for exceptions, and one is for signals. They share a helper function.

TEST=tools/perf/run_benchmark sunspider; kill -SIGUSR1 $pid; kill -SIGTERM $pid # Also throw an Exception during the test
