Reland 142154: Adds libexif gyp file to third_party to handle image metadata.
libexif source files are added to deps/third_party/libexif(r141967). This change doesn't make us use the library yet, that will be the next step. This is a no-op change from the point of view of the build. Please find the previous review comments at http://codereview.chromium.org/10391195.
