RTC video encoder: fix RTP timestamp precision.
The RTP timestamps should have 90KHz precision. It is incorrect to derive
them from millisecond-precision timestamps.
BUG=336484
TEST=verify webrtc RTPSenderVideo::SendVideo() does not encounter identical RTP timestamps.
