Update perf expectations for 3 PERF_IMPROVE.

Seems like a machine configuration issue. The machine was offline for a while, and when it came back
both the ref build and the trunk build were slower, needing expectation adjustements. (but delta was smaller)

This graph is super noisy. I do not believe there is a real improvement. Just widening the range to make it less flaky.
