Add a helper class for downloading and installing extensions from the gallery.
The helper class coordinates extension downloads and installs from the gallery, exposing a simple interface to delegates. The installer will help manage bundle installations, coming in a future CL. This also separates the EXTENSION_INSTALL_ERROR notification into EXTENSION_INSTALL_ERROR and EXTENSION_LOAD_ERROR to distinguish between errors for installing and loading extensions.
