Ignore the accessibility scrollarea when no html contents are available.
This resolves the issue where VoiceOver will announce "empty scroll area" when navigating to sites where RenderWidgetHostViewMac gets destroyed and recreated before BrowserAccessibilityManager has the chance to populate its BrowserAccessibility tree.
This also has the side effect of speaking the name of the page once loaded.
