The Birth/Death tracking of tasks has been moved out-of-band into MessageLoop's PendingTask structure.
Thus, Task no longer needs to inherit from Tracked. Since Task was the only child of Tracked, delete the Tracked class and move Location to its own file.

I think it is unlikely that CloseHandle was the function that was being hooked because it is called from so many other places without problems. I am assuming that TerminateProcess was being hooked. If the symptoms of 81449 return when this is landed, this patch can be reverted.

Added release build assert on attempt to create a RunnableFunction for a function pointer with address 1.
This is actually happening. See http://crbug.com/81449. The generated code to invoke the callback puts the address of the function in the EAX register before doing CALL EAX. I see 0x00000001 in the EAX register when it crashes in the reported minidumps.
I'll revert this after the next Canary.

If the client-side phishing detection classifies a page as phishing it will
send back a ping to Google to verify whether or not the page is really phishing.
If the server also classifies the site as phishing we may show a phishing
interstitial if it is enabled.

The plan is to stop using such big number of parameters, but for now it's not
trivial.

This is an effort to speed up compile and link time, and also minimizing the
size of the intermediary .o files on disk. For example, just moving the
constructor/destructor from the classes in chrome/browser/pref_member.{cc,h}
netted a 368k drop in total .o file size. In aggregate, this shrinks
libbrowser.a by 10 megabytes, and a few odd megabytes on most other chrome .a files.
A lot of this was done before I started harvesting what the most included
symbols were across all of chrome's code. Most of them are in webkit, but
there's plenty in base/ that are used everywhere to keep me busy for several
patches to come.

This change involves two significant bits:
1- Add URLRequest::Delegate methods to report a blocked attempt to set a cookie
or get cookies, respectively.
2- Generalize the mechanisms we use to proxy notifications to the RenderViewHost
from the IO thread. See render_view_host_notification_task.h.
Finally, these are used together in ResourceDispatcherHost.
Note: Additional work is required to notify when JS attempts to set a cookie
fail.
