Functions that take a printf-style format get a new annotation, which
produces a bunch of compiler warnings when you use printf impoperly.
This change adds the annotations and fixes the warnings.
We now must use PRId64 for 64-bit numbers and the PRIsz for size_t.

so we can do basic UTF8/16/32 conversions without linking all of ICU.
Change callers who used to call SysUTF8ToWide/SysWideToUTF8 in base to using
these new functions. I will remove the Sys versions of these functions in a
later patch.

Currently we have several uses of %I64d in format strings to indicate
a 64-bit value. This does not work on Mac or Linux, where 'I'
indicates the use of locale specific digits.
Instead, we introduce base/format_macros.h which mimic the C99
standard macros for 64-bit values in a cross-platform manner.
Dean pointed out that V8 is handling this themselves rather than use
inttypes.h. Maybe we'll end up going down the same path but, for the
moment, we'll try and do it the 'correct' way and see how it works
out.

There are two parts of this:
1) TimeTicks:Now()
Don't call timeBeginPeriod() in all cases.
Use the new SystemMonitor class to watch battery on/off
transitions and use the timeBeginPeriod() only when we're
using the battery.
2) TimeTicks::UnreliableHiResNow()
Change this function from "UnreliableHiResNow()" to
"HiResNow()". We still use QPC, but we detect if we're
on AMD Athlon XP machines which fail on QPC. For those
systems, we fall back to TimeTicks::Now().
Updated tests to detect hardware specifics of timers.
Output of the test will contain lines such as these:
