The video playback path needs to be able to handle cropped video frames,
e.g. for HW decoders that output to macroblock-rounded buffer sizes.
* Composite only the visible subrect from WebVideoFrame in
cc::VideoLayerImpl
* Remove some extraneous cropping logic from cc::VideoLayerImpl now that
we have exact cropping info.
* media::VideoFrame replaces "data_size_" member with "coded_size_", and
adds a "visible_rect_" gfx::Rect to indicate the sub-rect of the
entire frame that should be visible (after cropping)
* Associated changes to various decoder/capture pipelines to plumb this
through.

that there are two spaces between the closing brace and the comment.

r163429 overenthusiastically renamed the yuv video shader's cc_matrix to
matrix. This uniform name conflicted with the vertex shader "matrix", causing
the transform to get overridden by the yuv conversion matrix. Fix by renaming
to yuvMatrix instead, which is a better name altogether.

We can't compile-guard code and use DCHECK since it can be enabled at runtime. So we guard the DCHECKs that we want to rely on conditionally-compiled code in !NDEBUG compile guards.
This also replaces use of LOG_ERROR("Foo") with LOG(ERROR)<<"Foo";
This was previously discussed and committed as https://codereview.chromium.org/11048044/
using a guard based on LOGGING_IS_OFFICIAL_BUILD, however this was not sufficient since there are build configurations that are official builds but have dchecks compiled.

This removes all compile-time guards, and makes use of DCHECK instead of ASSERT. We use DCHECK_IS_ON() to early out and avoid extra work just for DCHECK where possible as well.
