This is the second Chromium patch needed to support media streams
http://www.whatwg.org/specs/web-apps/current-work/multipage/dnd.html#video-conferencing-and-peer-to-peer-communication. The first patch is here http://codereview.chromium.org/7192007/.
The patch contain types needed in both the render and browser process and MediaStreamDispatcher that is used for sending request from the render process to the browser process for granting a webpage access to audio input and video capture devices.

This is a two-sided patch; the Chromium side is plumbing to marshall data from
the renderer to the system APIs.
Note that just hitting Cmd+Ctrl+D usually does not bring up the popup. I think
this may be an Apple bug, but I have not yet found a work-around.

TEST=Hold Cmd+Ctrl+D on a web page and mouse around. The dictionary popup should follow the mouse and show the definition of the current word.
TEST=In a text area, the dictionary popup should work only if the text area has focus.

SpellCheckMessageFilter. The next step would be to make WebView have a setter for a WebSpellCheckClient that SpellCheckProvider implements so that spelling can be taken out of RenderView completely.

Currently only UDP sockets on Mac and Linux are supported. Also added
--enable-p2papi flag. The flags just enables IPC for P2P.

If the client-side phishing detection classifies a page as phishing it will
send back a ping to Google to verify whether or not the page is really phishing.
If the server also classifies the site as phishing we may show a phishing
interstitial if it is enabled.

nice cleanup of getting rid of the notifications when RenderMessageFilter and WorkerProcessHost go away. SafeBrowsingResourceHandler doesn't need it anymore as well, since it now overrides OnRequestClosed() which does the same thing.

of having to include the files in a magic place because of xcode dependency issues, and just makes it simpler to create new IPC message classes. It also gets rid of including the X_messages_internal.h file multiple times, which simplifies things and should make the build a little faster.
In a future change, I will remove the "internal.h" files since they're no longer needed.

quite simple and just sets up the PPAPI dispatcher and loads the library.
There is a new command line switch --ppapi-out-of-process which runs PPAPI
plugins out of process using the new code path. There is some logic in
RenderView and PepperPluginModule for setting up this connection, but it should
be straightforward.

I added a GPU process initialization time to the GPU info.
I moved the GPU initialization code outside the watchdog protection because it can take a long time and trigger the watchdog.
I increased the timeout. I set up a field trial with different timeouts to see the rate of failure for each period.
I made ui_tests always run with OSMesa, for consistent operation on bots and when run locally.

The new file, render_messages_params.h, is included in 57 files, while
render_messages.h is included in 176 files. Moving the Params structs to their
own file allow pruning the included headers.
(Part 2 of this cleanup will be sorting the individual structs into themes
to further minimize header inclusion.)

We need the new noclone attribute since gcc tries to specialize many of the
::Read() members for the subtypes since they're only invoked from Log().

Changes all IPC Log methods from wstring to string. All static logging debug
data changed from wchar[] to char[].
Various string conversion/numeric headers no longer need to be included in
ipc_message_utils.h and have been removed (and added in all implementation
files that require them).
