Rename CompletionCallback to OldCompletionCallback in preparation for introducing a new CompletionCallback based on base::Callback.

This was originally needed to avoid crashing when the HostResolverImpl was being leaked, by forcing things to a "shutdown" state.
However since HostResolverImpl is no longer reference counted, this work-around is no longer necessary.
The other place that HostResolver::Shutdown() was used, was in SyncHostResolverBridge. It overrode it to unblock synchronous host resolves and avoid deadlock during shutdown. To accomodate this user, I added a separate interface (SyncHostResolver) to expose the shutdown method.
Lastly, fixed a leak of SyncHostResolverBridge by moving ownership of the dependency into ProxyResolverJSBindings.

navigator.onLine and online/offline events. Only works on Windows at the moment, as IsCurrentlyOffline() is supported only by NetworkChangeNotifierWin.
Most of the changes are due to the need to support two different kinds of NetworkChangeNotifier observers. Both observers currently happen to trigger on the same event, but that could change, e.g., if we store the previous online state and only notify on a change. Thus the need for two different observer interfaces, and associated Add/Remove methods.

* Jobs never log anything in their destructor, as the HostResolverImpl randomly outlives the NetLog, at least in some unit tests.

* Slight modification of the CanceledAsynchronousLookup unit test, as the Job is now closed before posting any events to the Request. For actual lookups, this behavior means the Job's duration more accurately reflects the time the DNS lookup takes itself.

It is indeed causing a perf regression in startup on Linux...
I'll need to rearchitect to do the probes asynchronously, and get
off the startup-critical-path.
This currently only works on Posix, not windows.
Network changes are monitored, and the test is repeated each time interfaces
change (which is a subset of any IP addresses changing).
The test performed is still relatively low latency, and we *may* need
to eventually move to an high latency test, such as a DNS resolution,
or an actual test connection. If we move in that direction, then we'll
need to post a task to perform the work, rather than immediately returning.

This is a second attempt to land a reviewed change. It was reverted because
the tree got very red (for other reasons), and it was plausible that this
change was causing startup latency in Mac and Linux (causing both perf bots
to go red). If this landing turns those perf-bots red (tonight) I'll need
to revert. (... and I'll need to rearchitect to do the probes
asynchronously, and get off the startup-critical-path.
This currently only works on Posix, not windows.
Network changes are monitored, and the test is repeated each time interfaces
change (which is a subset of any IP addresses changing).
The test performed is still relatively low latency, and we *may* need
to eventually move to an high latency test, such as a DNS resolution,
or an actual test connection. If we move in that direction, then we'll
need to post a task to perform the work, rather than immediately returning.
