This is a revert of r13987. There is a 3 line fix in Write() with s/read_watcher_/write_watcher_/, s/read_callback_/write_callback_/ etc.

Move tcp_client_socket.h stuff to tcp_client_socket_libevent.h and
tcp_client_socket_win.h.
Add tests.

error.
This requires a few additional changes in the rest of the code. In
particular, we now have to teach HttpNetworkTransaction about how to
restart connections with bad certificates. This was originally
intended to be done by ReconnectIgnoringLastError(), but that API
turns out be very difficult to implement in the SSLClientSocket. So,
instead, we just create a completely new SSLClientSocket.
We also have to be careful to store a copy of the certificate from
within the bad-certificate handler, as it won't be available by the
time GetSSLInfo() is called.
And we fix a bug that would cause us to erroneously talk SSL on
reconnected TCP sockets, even though we were still supposed to
negotiate a proxy tunnel first.

Add the IsConnectedAndIdle method, which returns true if the
connection is still alive and idle (hasn't received any data
unexpectedly).

(As Darin requested in review 16207, I now do this with
a helper class rather than by trying to directly support it.)

Passes tests (once you enable them by removing DISABLED_).
Probably want to add a mock https server so we can leave those tests enabled when we check in.
Had to add full duplex support to TCPClientSocket on Linux
to avoid kludgy plumbing issues.
Also had to add dummy implementation of
X509Certificate::~X509Certificate to prevent link error.
Rediffed to current trunk, addressed all review issues.

Removed an extraneous 'protected' in message_loop.h.
Don't need to document Read and Write again in
tcp_client_socket.h. They are documented in socket.h.
Map more POSIX error codes. Check for EAGAIN as well as
EWOULDBLOCK. Cleaned up error handling in
DidCompleteConnect.

Requires another changeset that puts libevent in third_party;
I'll upload that next.
This is not the final word; it makes too many syscalls
per read. But it's a start.

The event object for the completion of overlapped I/O is
also set when WSARecv or WSASend returns 0, so we need to
reset the event object in that case. Add temporary
debugging code to assert that the event object is in the
expected state before and after WSARecv and WSASend calls.

changes are:
1. Call WSAEventSelect before connect to fix a race
condition.
2. Call WSAResetEvent before WSARecv and WSASend because
the event is manual-reset and WSAGetOverlappedResult
doesn't reset the event for us.
